Spacing issue is observed after changing writing direction on Bookmark manager page

Issue description

Chrome Version: 53.0.2770.0 (Official Build) 318e6f543c58eeeac93b122030041139da7e1e6a-refs/heads/master@{#400326} 32/64-bit.
OS: Windows(7,8,10), Mac (10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS)

Steps:
1. Launch chrome and open Bookmark manager page.
2. Click Organize > Add Page.
3. Now right click in Name field and change the writing direction.
4. Observe the two text fields.

Actual:   There is no gap left between the two text fields.
Expected: Minimum gap should be retained between the two text fields.

This is a non regression issue seen from 'M-36' series.
