Per-line commenting in PolyGerrit usability issues

Issue description

1. The line cursor is not changed by mouse clicks. The only workaround I found is pressing arrow down key until cursor is at the right line, then press "c".
2. Double click to comment, which used to work in Rietveld doesn't work.

Finally, I enabled range comments (beta), but I still can't figure out how to make them, and pressing "?" (help) doesn't suggest anything.
 
OK, i accidentally found that click on the line number, instead of the line content, actually opens a text box for comment. That's good, but compatibility with prior Rietveld behavior is preferred.
And this action still doesn't alter the position of the line cursor, which is bad.

+ Ranged comments are in progress and not fully implemented.
+ Double click to comment may be a setting depending on further feedback, but double-clicking will select whatever code is under the cursor and pop up the range-comment box once implemented.
