Non-Regression: Info bar overlaps with omnibox/tabstrip when in full screen mode

Version: 53.0.2768.0/8463.0.0 (Official Build) dev-channel veyron_jerry,zako,panther
OS: Chrome OS

What steps will reproduce the problem?
(1) Sign in to user/Browse as Guest >> Click on lock icon of any https page >>  Allow/Block any of the images/notifications >> Click outside on the page and observe info bar
(2) Now hit fullscreen from Keyboard >> Hover on top of page and observe.

Expected: Info bar overlaps with omnibox/tabstrip.
Actual: No such overlap should be seen.

NOTE: This issue is not seen in Linux and Windows.

This is a Non-regression issue as same behavior is seen in 47.0.2526.106/7520.63.0 stable channel daisy.

Able to reproduce the issue on chrome(Blaze) 53.0.2768.0/8463.0.0 dev-channel. Observed a overlap between omnibox and tabstrip as shown in the above screen-shot.

This working as expected. When in fullscreen mode, the URL bar is not displayed and therefore, the Info notification is displayed at the top.
