Video players (including youtube) black out in fullscreen when in "second screen only"

Issue description

Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox:
         IE:OK

What steps will reproduce the problem?
(1) Bring up display options (windows key + p), and select second screen only.
(2) On second screen, go to youtube and try to make a video fullscreen.

What is the expected result?

Video will appear in fullscreen and run as usual.

What happens instead?

Instead I see a black screen with the video playing sound without any visual.


Please provide any additional information below. Attach a screenshot if
possible.

-It's worth noting that the problem fixes if I attempt to enter the video
 using my pc screen first then enter into "second screen only."

-The black screen only appears when I click the window it's active in.  
 Otherwise the video will play with visual and all with a different active
 window positioned in front of it.

-no screenshot neccessary as all you would see is the color black.

Unable to repro this issue on Windows 8.1 for Google Chrome Stable Version - 51.0.2704.106

Screen-recording is attached.

@muddrox4u: Could you please re-test the same on a clean profile [chrome://settings -> Add Person] and let us know your observations.

Also, please update your Google Chrome to Latest Stable Version - 51.0.2704.106
