Image is not displayed correctly as it's just scrambled

Issue description

Version of Google Chrome (Wrench-> About Google Chrome): 51 and 52

- Issue description: 
Devices running the Beta and Developer Channel are having problems with monitoring tools. When the customer starts a remote session (using extensions below) with Chromebooks in version 51 or 52 the image is not displayed correctly as it's just scrambled (please see screenshots below)
Both monitoring tools are used by teachers to see what students are currently doing in Chromebooks, they can also control it remotely, close tabs, etc.

- Steps to reproduce 

1. Move a device to Beta or Developer Mode. 
2. Sign in with student and open Chrome browser to run both extensions. 
3. When Admin is trying to monitor the Chromebook with both consoles (Hapara or Netsupport portals), the image is displayed incorrectly.

Across many devices and CPU architectures (It doesn't seem to be related to ARM or x86, but ARM-based device (e.g. Samsung Chromebook 2) is facing the issue rarely.).
I think the issue might be happening only on the devices that have integrated-GPU (=no GPU).

Yes, The "scrambled" image is on the Admin console side only.

As per customer's information the issue does not occur when the device is rolled back to version 49.

I attached the logs when customer uses v49 on Samsung Chromebook 2 without any issues.

mlight@ - please help bisect this as well. Looks like the issue started somewhere between M49 and M51. You can start by repro'ing this on the last M49 stable push (7834.70.0) and the first M50 stable push (7978.62.0) followed by last M50 stable (7978.76.0) and first M51 stable (8172.47.0) and go from there.

I am probably making some newbie error.  In my test domain (crosprqa4.com, OU=Engineering > Development), I can tell Cpanel to add the apps/extensions mentioned, [Cpanel says they will be force-installed] but on my client (a ninja, running M53-8530.5.0), the apps/extensions do not show up, even after a reboot.

Attempting to manually install them via a chrome browser (chrome://extensions > Get more extensions) works for the first two:

   NetSupport School Student>>>> gcjpefhffmcgplgklffgbebganmhffje

but the NetSupport School Tutor (jonibifpnngomfjofnmbjiloialpcaan) gets an error box:  "Ooops   NetSupport School Tutor [...] is blocked by the administrator."  I don't think that I am the admin it is talking about.

At this point I am unable to reproduce the problem.

Is the admin monitoring the student devices using Cpanel or some other tool?
For NetSupport: 

For a teacher to be able to monitor and interact with their students' Chromebooks, the NetSupport Name & Connectivity Server must be installed on a Windows Server; the NetSupport School Tutor app for Google Chrome must be installed on the teacher's Chrome OS machine or for mixed platform classrooms, the NetSupport School Windows Tutor application can also connect to student Chromebooks; and the NetSupport School Student extension installed onto each of the students' Chromebooks.

From what I understand, they must force install the NetSupport School Student app and in the Admin Console go to App Management, locate NetSupport School Student app and add a configuration file (config.json). This JSON file is obtained after manually configuring the extension in one computer, and the extension has an option called "Export As File", the configuration looks like this https://drive.google.com/a/google.com/file/d/0BwAbWcJQTLUlN2czbjV0Q1dYRGM

Then, the teacher must use the NetSupport Name & Connectivity Server in the Windows Server machine and have the extension NetSupport School Tutor app installed to monitor the users, as far as I understand.

Regarding Hapara Interact Extension, it seems the extension's name has been changed but we're waiting on the admin's response to verify if the behavior has changed or if they still monitor the devices via the website https://www.teacherdashboard.com/#/welcome

Hi Oscar, please work with Soushi and the customer to determine which component(s) of the above system are actually causing the problem. It is most likely a mis-configuration of Windows OS, an external application (e.g., NetSupport Name & Connectivity Server), or a Chrome App (e.g., 'NetSupport School Tutor' or the 'NetSupport School Student' extension). The fact that it works on some devices, or with earlier releases of Chrome OS, can provide you clues, but is most likely a happy coincidence.

Sadly, Chrome OS TE does not have the resources to work with customers to debug the myriad of possible configurations and setups external to Chrome OS.
