Volume slider stuck in infinite loop, browser process is pegging CPU

Issue description

Version: 53.0.2768.0

The volume pop-up in the bottom-right is showing, and the volume slider is adjusting itself *extremely* quickly (>60 fps), and hasn't stopped for the past ten minutes.

The control itself is responsive: the mute button on the left mutes/unmutes the volume (which enables/disables the slider) but the slider never stops changing. After I mute it, I can also click the slider, which unmutes it (and the slider value keeps changing).

If I open the system tray menu, the same thing is happening with the volume slider there. Pressing the headphones button just closes the system tray menu, showing the volume slider pop-up like before.

This started while I was watching Netflix and dragged the video playback slider backward. But it persists after closing all tabs.

My browser process is using 180% of the CPU capacity (on samus).

Opening crosh with ctrl+alt+t causes the left speaker to emit repeated low-volume clicks. This stops a few seconds after closing crosh. This also happens to correspond to a decrease in the CPU % of the Browser process from 180% to 40%.
 
Tried disabling all extensions and plugins in each of my signed-in profiles, no difference.

I did the following:

1. Detach audio jack (external speakers).
   This muted the volume, and it stopped changing.
2. Adjust volume via system tray.
   This unmuted the volume, and it began changing rapidly again as before.
3. Attach audio jack (external speakers) again.
   This stopped the loop.
4. Adjust the volume via the system tray. Still not looping.
5. Adjust the volume with the keyboard -- the infinite loop started again.
6. Detach audio jack yet again. This stopped the loop, did not mute audio.
   Adjusting the volume via the system tray and keyboard works as expected.
7. Attach audio jack again. Still not looping, and adjusting via the system
   tray and keyboard works as expected.

I've rebooted, but can repro this by opening the Accessibility menu in the system tray (when enabled in chrome://settings). Since it's a repro-able infinite loop I'm gonna call it a Pri-1 issue if that's cool.

I've had the same issue since the update along with a similar phenomenon with the brower's zoom function. The browser zooms in and out in a similar manner as the volume rocker but renders the entire browsing experience useless. The best way to handle these issues is to restart the device.
