Shard telemetry_perf_unittest

Thanks to Ken's work in https://codereview.chromium.org/2073923002/, SwarmingIsolatedScriptTest now support sharding. We should be able to shard telemetry_perf_unittest

telemetry_unittest may not need to be sharded since the number of tests don't grow that fast.

Dirk: can we add sharding support to typ?
