log every time we kill the prompt for a user after X negative actions |

Issue descriptionIn the existing Translate Chrome bubble UI, we kill the prompt after 2 negative actions. In the new experiment, we kill the bubble after 3 negative actions. In both cases we want to log every time we kill the prompt, due to a certain number of negative actions.
