No hover indication on current window in overview mode with mouse, but yes with search

Issue description

Version: Chromebook 52.0.2743.32

What steps will reproduce the problem?
(1) open multiple windows
(2) hit overview mode
(3) move your mouse around to hover over each window, there is no hover effect. However if you search (start typing "Google Docs" or whatever) then it shows a highlighted window

What is the expected output?
a hover effect with your mouse (before you click)

There shouldn't be hover states in overview mode for now. I'm trying to introduce hover  states when absolutely needed for discovery purposes, for now I do not think overview needs it.
