WebBluetooth: Need to implement GattCharacteristicAdded notification

GattCharacteristicAdded notification has to be implemented for Windows.
The exception in BluetoothRemoteGattServiceTest.GattCharacteristics_ObserversCalls can be removed once it has been implemented.
