What steps will reproduce the problem?
1) Start an apprtc loopback call on device Blaze with VP8 :
https://appr.tc/?debug=loopback&vsc=vp8
2) Verify that device sending video codec is "VP8" by either
a) Opening up chrome://webrtc-internals and expand the ssrc_send video
b) alternatively, in the apprtc lopback call, see the codec type in the call info overlay, accessed via keyboard shortcut āiā.
What is the expected output?
Remote video should be clearly displayed on device screen
What do you see instead?
Remote video freezes as soon as the call starts
Note:
1) This issue is also seen during hangouts(which use VP8 by default) and peer2peer AppRTC calls with VP8 on device Blaze
2) This issue is not seen with AppRTC loppback and peer2peer calls with VP9

Marking this issue as a "Regression" as it is not observed on device Blaze with M52 beta( 52.0.2743.41 / 8350.31.0)
