Moving blimp testing bundle to blimp/engine/testing

Open question: does this make sense given its dependencies? Should the Dockerfile be moved back to the top level instead for consistency?

Seems reasonable to me to have this at the top-level, alongside the main bundle; they are roughly equivalent in terms of dependencies.
