Touch area for omnibox size adjustments needs to be increased

Issue description

Version: 52.0.2743.32
OS: Chrome

What steps will reproduce the problem?
(1)Use touchscreen to adjust size of the omnibox to show more/less extensions on the toolbar  


What is the expected output?
When touch at edge of omnibox to adjust the size it is able to be moved.

What do you see instead?
The touch point is to small and cannot be grabbed using the touch screen. The trackpad/mouse has to be used to resize the bar.

@rdevlin.cronin do you know who would be familiar with the code to resize the extensions area in top-Chrome?

It's easy enough to tweak the size of the resize area, but that means that the gap between the omnibox edge and extension icon also increases, which I'm not sure will pass UI muster (since it's fairly easy to grab via mouse, and the minimum width for a touch target is probably ~10px - a rather big empty spot).  ->sgabriel for his input.
I'm comfortable leaving this UI as is and relying on mouse when you want to hide extension. In addition, we also have the right-click -> "Hide in Chrome menu" option which works well for touch. 

I suggest won't fix.
