Back button on Blimp with no navigation history should exit the application

This would require a few things:

- Supporting "can go back/can go forward" (another field on the nav sync proto)
- Piping the request from the toolbar to the Activity so we can call finish().

Moving to 56.  Not a high priority.  We could implement something temporary until we get the full navigation controller sync built.

Status: WontFix (was: Assigned)
Closing this out now that we're using Chrome for Android.  We still need to properly support the navigation controller but that can be tracked separately.
