HTML select element appears too large (in height)

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.84 Safari/537.36 Example URL: Steps to reproduce the problem: 1. Open test.html from the attached zip file in Chrome Canary (53.0.2768.0 and a couple of build before that). 2. Observe height of the <select>s. What is the expected behavior? Select elements appear at the expected size. What went wrong? <select> elements appear too big. Does it occur on multiple sites: N/A Is it a problem with a plugin? N/A Did this work before? Yes Chrome 51.0.2704.84 for sure, and also the canary builds until recently. Does this work in other browsers? Yes Chrome version: 53.0.2768.0 Channel: canary OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 21.0 r0 Works as expected in Chrome 51, Firefox 47, IE11.

Not able to reproduce the issue on Beta 52.0.2743.41 & Stable 51.0.2704.103 on Win7, Ubuntu 14.04 3. Issue specific to Win & Ubuntu
