Currently, after every commit into depot_tools, I receive 3 email threads because recipe is being rolled into build, infra, and build_limited. I suspect there will be more in the future :(

I still want to know when roll fails, but if it's trivial "CQ is running" and "CQ landed Cl blblblabla", I could hardly care less.

This is not about skipping rolls (see issue 620765 for actually avoiding unnecessary rolls).
