https://codereview.chromium.org/1330773002 was reverted because of some side effects which affected the UNDO snack bar. For reference PTAL at issue 585391.

We should fix that sooner or later.

Last time I discussed this with Patrick, we decided that we don't want to persist the ordering after all. Has something changed?
