import of passwords from firefox: login fields are not always autofilled

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:47.0) Gecko/20100101 Firefox/47.0

Steps to reproduce the problem:
1. Import passwords from Firefox (via bookmarks, import bookmarks and setting
2. login on a site with imported Firefox username/password
3. fields for username/password are not auto-filled, nor a username/password to fill in is offered. Occurs not for all passwords, occurs e.g. on my Jira login

What is the expected behavior?
Expected: imported Firefox passes are auto-filled or at lesast the username is offered to fill in

What went wrong?

occured in Chromium 51.0.2704.84 on Windows 7 Ultimate 64 bit
