Non-Regression: Drop down list of chrome://md-settings page is still seen even on clicking the scrollbar of the page

Version: 53.0.2769.0
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome -> Go to chrome://md-settings page 
(2)Now click on any Drop down list and now click on the scrollbar of the the page
(3)Now scroll the page and Observe the Drop down list (Please refer Video)

Expected: Drop down list should not be seen  on clicking the scrollbar of the page
Actual: Instead Drop down list is seen 

This is Non-Regression Issue seen from M-48 (48.0.2563.3)

Able to reproduce the issue on Mac OS 10.11.5 using chrome latest Dev M53-53.0.2769.0. Observed the drop down list stays on the screen even after clicking the scrollbar. Since this is a non-regression issue marking it as untriaged.
