Regression: In Incognito mode, unnecessary underline is seen for 'Import bookmarks now...' link in bookmarks bar.

Issue description

Version:  53.0.2768.0 9cd2e77b728d6d5ac115acd944b37df70423c355-refs/heads/master@{#399800}(32/64-bit)
OS: Windows (7,8,8.1,10), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome and open a New Incognito window.
2) Observe the 'Import bookmarks now...' link on bookmark bar.

'Import bookmarks now...' link is underlined.

'Import bookmarks now...' link should not be underlined.

This is a Regression issue broken in M-48, below is the bisect info

this is intentional. We show an underline when the link text is the same color as the non-link text.
