Unwanted upward scroll appears on chrome://plugins page

Issue description

Chrome Version: 53.0.2768.0 9cd2e77b728d6d5ac115acd944b37df70423c355-refs/heads/master@{#399800}(32/64 bit)
OS: Windows(7,8,8.1,10), Linux(Ubuntu 14.04 LTS), Mac(10.10.5, 10.11.4)

Steps:
1. Launch chrome and navigate to chrome://plugins and click on details.
2. Scroll to the last plugin and click "enable/disable".
3. Observe the scroll bar.

Actual:   Unwanted upward scroll occurs on the page after clicking enable/disable.
Expected: The page should not scroll on clicking enable/disable.

This is a non-regression issue seen from 'M-30' (Build 30.0.1549.0).

Able to reproduce the issue on mac 10.11 chrome version 53.0.2768.0

Confirming the issue to get more inputs on this.

The chrome://plugins UI has been removed by https://codereview.chromium.org/2630443002. There might be more obsolete issues in the bug tracker that I did not catch.
