Issue descriptionChrome Version: 53.0.2768.0 (Official Build) 9cd2e77b728d6d5ac115acd944b37df70423c355-refs/heads/master@{#399800}-32/64 bit OS: Windows 10 (Touch device) Steps: 1. Launch Chrome, navigate to chrome://tracing and click on chevron icon (>>). 2. Type some text in console text box such scroll bar is appears. 3. Now tap/touch on upper arrow of scroll bar and observe the touch selection pin. Actual: Touch selection pin is misplaced after tap/touch on upper arrow of scroll bar. Expected: Touch selection pin should not be misplaced after tap/touch on upper arrow of scroll bar. This is non-regression issue seen from M-44, build no-44.0.2360.0 Note: 1. This is touch specific issue same works fine on mouse click. 2. This (>>) is new feature seen from M-44, build no-44.0.2360.0
