Win x64 Builder alternating Purple/Green

Is exhibiting a very regular pattern of alternating purple and green. The purple failures are listed as 'Exception interrupted exception compile'. There is nothing shown in the logs, just an early termination of compilation.

There are 3 slaves assigned to this builder.  It is passing on build131-m1, the only 128gb builder of the three.

It is timing out on the other two.    I see that https://codereview.chromium.org/2070623002 was committed to potentially fix this but the master has not been restarted yet.

I would mark this a dup of https://bugs.chromium.org/p/chromium/issues/detail?id=618751?
