Parse mesa version number incorrectly |

Issue descriptionVersion: 16.04 OS: Ubuntu What steps will reproduce the problem? (1) When run webgl2.0.0 case, the machine is based on mesa OpenGL driver, which supports OpenGL 4.3. What is the expected output? It report that "This browser does not appear to support the selected version of WebGL" What do you see instead? Could run webgl2.0 case, because OpenGL version is above 4.2 Havd submit a solution, https://codereview.chromium.org/2070313002/
