Non-Regression : Hidden Extension is seen at omnibox after disabling one of the extension

Issue description

Version: 53.0.2769.0 dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
1.Launch Chrome ->Go to Webstore and Add two Extensions which can be viewed near omnibox
2.Now select any of the extension and click "Hide in chrome Menu" option ->Goto chrome://extensions and uncheck Enable option of Extension which is available near omnibox
3.Now observe the Previous Extension which was hidden in chrome menu  at omnibox(Please refer Video)

Expected: Extension which was hidden in chrome menu should not be seen near omnibox after disabling one of the extension
Actual: Instead  able to see the Hidden Extension at omnibox 

This is Non-Regression Issue as "Extension toolbar redesign" Flag is introduced from 38.0.2125.0 (i.e. "Hide in chrome Menu" Feature  is Introduced)

Able to reproduce the issue on Mac OS 10.11.5 using chrome latest Dev M53-53.0.2769.0 by following steps mentioned in the above comment. Observed the previous extension which was hidden in chrome menu at omnibox was displayed. Since this is a non-regression issue marking it as untriaged.
