Regression: Unnecessary focus is seen in notification bar overlay

Chrome: 53.0.2768.0/8459.0.0 (Official Build) dev-channel veyron_Jerry, Peppy, Daisy, Blaze
OS: Chrome

What steps will reproduce the problem?
(1) Sign in to user>> take one screenshot>> Click on notification bubble beside the Uber tray>> and observe


Expected: Unnecessary focus should not be seen in the overlay
Actual: Instead Unnecessary focus is seen

Note: If the Focus in notification bar overlay is enabled by default , then the default focus in Uber tray is also be seen.But no default focus is seen in Uber tray

This is a Regression issue as issue is not seen latest M51: 51.0.2704.79/8172.47.0 stable-channel Daisy

Issue is not applicable to Linux and Windows

Able to reproduce the issue on Chrome: 53.0.2768.0/8459.0.0 (Blaze). Observed focus is seen in notification bar overlay.
