Regression:Find options in toolbar are enabled even if edit bookmark overlay is open.

Issue description

Chrome Version:53.0.2769.0 (Official Build)Revision 8cdb012b5e4b8e6b9820da0e8d25fcf0dfd02631-refs/heads/master@{#400041} (64-bit)
OS:Mac (10.10.5 , 10.11.4),Mac Retina (10.11.4)

What steps will reproduce the problem?
1.Launch chrome and open NTP,click on star icon from omnibox.
2.Click on 'edit' button from bookmark overlay.
3.Now click on 'edit' option from toolbar and observe/click on options under "find" section.

Actual: Find options in toolbar are enabled even if edit bookmark overlay is open.

Expected: Find options in toolbar should be disabled if edit bookmark overlay is open.

This is a regression issue broken in 'M47' and below is the manual regression range

Good Build: 47.0.2502.0
Bad Build: 47.0.2503.0

Note:Above issue is still reproducible on latest canary version i.e 55.0.2878.0 (Official Build)
