Clear browsing data button and menu item are enabled even though there are no history entries to be cleared

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.84 Safari/537.36 Steps to reproduce the problem: 1. Opened up chrome and pressed CTRL+H and clicked on Clear browsing data button and cleared the browsing history from the beginning of time 2. Clear browsing button was still enabled even though there were no more history entries to be cleared 3. What is the expected behavior? Clear browsing data button and menu item should not be enabled when there are no more history entries to be cleared What went wrong? Clear browsing data button and menu item under More tools menu were still enabled implying that there are some more data to be cleared even though there are no more history entries to be cleared, Did this work before? N/A Chrome version: 51.0.2704.84 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 21.0 r0
