Alt-Tab ignoring multiple Chrome windows

Reported by aspringa...@gmail.com, Jun 16 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.84 Safari/537.36

Steps to reproduce the problem:
On Windows 10:
1. Open Chrome
2. Create a new Chrome window (Ctrl+N or Menu > New window)
3. Press Alt+Tab

What is the expected behavior?
The first Chrome window should appear.

What went wrong?
Although it is possible to Alt-Tab through any open Chrome windows using Alt+Tab+Tab, an initial Alt+Tab while Chrome is active will always ignore any other Chrome window, even if it was active immediately previous.

Did this work before? N/A

Chrome version: 51.0.2704.84 Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

There was no issue in Windows 7 and earlier versions, but I have verified it persists reliably on both Home and Professional versions of Windows 10. Although it first seemed to be an issue with the OS, it is not a problem with any other browser or application that uses multiple windows, making it specific to Chrome.
