Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.84 Safari/537.36 Steps to reproduce the problem: 1. Opened up chrome and clicked on Customize and control Google Chrome icon and went to More tools and Save page as menu items 2. Save page as is enabled for a blank page 3. What is the expected behavior? Save page as menu item need not be enabled for a blank page. What went wrong? Save page as CTRL+S menu item was enabled for a blank page. Did this work before? N/A Chrome version: 51.0.2704.84 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 21.0 r0
