Unable to right-click items on launcher with Chromevox

Reproduction Steps: 
1. Navigate to launcher by pressing ALt+Shift+L and Enter.
2. Press tab to find an app.
3. Press Search+M to right-click.
Expected Result: I would be presented with a menu to be able to access app info, app removal, and pinning of an app to the shelf.
Actual Results: The menu opens and promptly closes. "Menu open, menu close".

This happens everywhere, and still occurs in 55.0.2878.0. The only way I can force the menu to stay up is to press the right side of the mouse pad, and hope that in the process, my focus did not move.
