Chromevox announces unlabeled buttons on set-up screen after enabling developer mode

Issue description

Mode: force_next
Version: 53.0.2764.0
Reproduction Steps: 
1. Enable and boot into developer mode.
2. Press CTRL+Alt+Z to enable CVox.
3. Get past the initial screen by selecting a language, keyboard layout and network.
4. Enter your e-mail, and tab to next.
5. Press tab to view the dialog box, and observe that in this dialog box, there are unlabeled buttons for back and need help to get into your google account.
Expected Results: Chromevox ought to announce "back button" and "need help signing in"
Actual results: Chromevox announces "button" "button"
