Chromevox does not read contents of pop-up of network status after enabling developer mode on set-up screen

Reproduction Steps: 
1. Enable developer mode on the Chromebook Pixel 2 and wait for the machine to boot.
2. Press CTRL+Alt+Z to enable CVox.
3. Press tab to navigate to the network selection pop-up and press ente to expand.
4. Press up and down arrow.

Expected Results: Chromevox ought to read out each network, thereby allowing the user to select the network of their choice.
Actual results: Chromevox reads nothing.
