The dedupe on insertion requires verified profiles to be last.

The reason is that non verfied profile will dedupe amongst themselves before reaching the verified profiles. If they are similar, the merged non verified profile will be dropped.

If we decide to remove the dedupe on insert in favor of a dedupe on startup, this sorting will not be needed anymore.
