remote debug forces horizontal split

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.84 Safari/537.36

Steps to reproduce the problem:
1. have pivot (portrait) monitor
2. remote debug device

What is the expected behavior?

What went wrong?
Unlike the regular Developer Tools, which can be split horizontally and vertically, such an option is not available for Remote Debugging.

Did this work before? No 

Chrome version: 51.0.2704.84  Channel: stable
OS Version: Ubuntu 14.04

Any update? This is really bad when you use a rotated screen.
