input type="email" does not allow unicode characters in local component of address

Issue description

Chrome Version       : 51.0.2704.84 (64-bit)
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: OK Version 9.1.1 (11601.6.17)
    Firefox: OK 47.0
         IE: FAIL [11, Edge]

What steps will reproduce the problem?
(1) Create an element <input type="email"> inside a <form>
(2) Enter an email address with unicode characters in the local component, such as: Дэвид.Смит@example.com
(3) Attempt to submit the form containing the input

What is the expected result?
The email address is valid (as described in https://tools.ietf.org/html/rfc6530) and the form submits.

What happens instead?
The form does not submit, with the error: "A part followed by '@' should not contain the symbol 'Д'"

Please provide any additional information below. Attach a screenshot if
possible.

Could you please attach any sample html form(testfile) with the above test case where this can be checked by submitting the form.
Please see the attached file. It's very minimal, but should suffice, and contains example email addresses to submit.

Able to reproduce this on the latest stable(51.0.2704.103) and the latest canary(53.0.2776.0) on Windows-7, Mac OS 10.11.5 and Linux Ubuntu 14.04.


This is non-regressed behavior, like Firefox the older chrome versions(30.0.1549.0) shows 'Please enter an email address' when trying to submit the form.

Marking as Untriaged for more inputs on this.
