Interstitial doesn't dismiss when process is killed for a second time.

Project Member Reported by afakhry@chromium.org, Jun 15 2016

Issue description

1- Open a tab and navigate to: http://malware.testing.google.test/testing/malware/

2- Open the task manager, and kill the corresponding task representing the interstitial page.

3- Press the "Reload" button.

4- Kill the task again from the task manager.

Expected:
The tab containing the interstitial page crashes when its task is killed for the second time.

Actual:
The tab doesn't crash, and the interstitial page is not dismissed.

Attached video shows what happens. (Note I recorded this video after I made some modifications so that the task manager shows the interstitial page title correctly for bug 607074 ).

Assigning to Nick for triage.

Does not seem specific to Safe Browsing, but an interstitial problem.
I'm also not sure that this should be a P1.

It looks like this doesn't reproduce anymore, tested both in latest Chrome OS and latest Linux builds, for SSL (committed and non-committed) and SB interstitials.
