IDS_ASH_HATS_NOTIFICATION_TITLE is hardcoded to Chromebooks

The string is currently hard-coded to "Help us improve Chromebooks". If the user is a on a Chromebase / etc, it will show the wrong type of device.

This string should use a device-type parameter [1].
