Label HSWL devices with VP9 HW decoding

1. Update avtest_label_detect if required.
2. Update HSWL lab device with the vp9 label so VP9 bvt tests can start running on HSWL devices.

#2 will cause M51 and M52 VP9 tests to fail on HSWL boards but I think we can ignore those failures.

avtest_label_detect already detects this, and the labels seem to have already been applied. I'm seeing failures in the lab for the VP9 test and investigating them.

Ah we are missing MD5 sums.  Issue 620979 . Tests should cycle once https://chromiumcodereview.appspot.com/2076883002/ is in.
