Issue descriptionVersion: 53.0.2764.0/8455.0.0 dev channel peachpit,wolf,jerry OS: Chrome os What steps will reproduce the problem? (1) From OOBE screen change language to Arabic >> Browse as Guest >> Open Chrome and observe focus on Close button Expected: No unwanted highlight/focus should be seen on close button even after changing to Arabic language. Actual: Instead unwanted focus is seen on Close[X] button. This is a Non-Regression issue as same behavior is seen in 47.0.2526.106/7520.63.0 stable channel daisy.
