Regression: Vertical scroll bar is not seen for 'More actions' menu of chrome://downloads while resizing the browser window.

Issue description

Chrome Version: 53.0.2768.0 Revision 9cd2e77b728d6d5ac115acd944b37df70423c355-refs/heads/master@{#399800}
OS: Windows(7,8,10),Mac(10.10.5,10.11.4),Linux(Ubuntu 14.04 LTS)

Steps:
1. Launch chrome and download any page by selecting 'Save as' option from context menu.
2. Navigate to chrome://downloads, resize the browser window and click on 'More actions' menu.
3. Now keep on resizing the browser window towards L.H.S and observe 'More actions' menu.

Actual: Vertical scroll bar is not seen for 'More actions' menu while resizing the browser.

Expected: Vertical scroll bar should be seen for 'More actions' menu while resizing the browser.

This is a regression issue broken in M-53, below is bisect info

Good build: 53.0.2754.0
Bad build: 53.0.2755.0

yeahhhh, i wouldn't really say either of those screenshots are valid (there really should never be scollbars in a menu like that)

the ... menu now hides on resize, so we shouldn't be seeing these issues anymore :)
