CriteriaHelper in java tests is racy - replace with appropriate synchronization

CriteriaHelper in java tests is racy, we should replace it with something better. Recommended ways: CallbackHelper, ActivityMonitors (in situations where we're waiting on Android do something).

Hopefully this would allow less flake on Android tests.
