What steps will reproduce the problem?
1. Launch chrome and navigate to http://www.popuptest.com/popuptest1.html
2. Observe the popup blocker in omnibox.

Actual: Spacing issue is observed between icon and text on popup blocker.
Expected: Spacing issue should not be seen on popup blocker.

This is regression issue, broken in ‘M 52’ and below is narrow bisect:
