Missing some Android downstream bots in Sheriff-O-Matic

Issue description

arm-unpublished-builder, arm-unpublished-builder-rel, and arm64-unpublished-builder are all red with compilation failures, but no alert was generated in Sheriff-O-Matic UI.

These are excluded on purpose; see https://chrome-internal.googlesource.com/chrome/tools/build_limited/scripts/slave/+/master/gatekeeper_internal.json#113

The idea here is that these should just be ignored, since they are new bots, and the test team (jbudorick in this case, I think) are still working on greening up the bot.
Hm, I think we can start paying attention to the non-64 bit ones, which are the weird ones (see https://bugs.chromium.org/p/chromium/issues/detail?id=603138)
feel free to un-exclude them from the gatekeeper json at your leisure :)

oh intentional? hmm, I'm actually ok with keep ignroing them

they will not matter anymore as soon as roll the N sdk to public chromium

That's even more of a reason why we should be paying attention to the 32-bit ones now.
