OpenInController does not play well with Bottom Toolbar. Whoever is going fix the UI, can rewrite OpenInController to use new architecture patterns. Fixing this bug and crbug.com/616244 can be a good starting project to get familiar with New Architecture. Peter, do you think this will be a good bug for Chris?
