Gauthier, this is something that we probably need for UI Refresh to correctly present "Open In..." toolbar.

Any idea on who to assign this? Assuming that it is needed for Phase 1 work.

OpenInController does not play well with Bottom Toolbar. Whoever is going fix the UI, can rewrite OpenInController to use new architecture patterns. Fixing this bug and crbug.com/616244 can be a good starting project to get familiar with New Architecture. Peter, do you think this will be a good bug for Chris?
