Reopen windows into multiple desktops and monitors (REOPEN)

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.79 Safari/537.36

Steps to reproduce the problem:
Re-opening  issue 154082  which still exists.

Steps to reproduce the problem:
1. Have desktop configured for multiple/virtual desktops
2. Enable "Continue where I left off" in Chromium
3. Move Chromium windows into other desktops
4. Shutdown Chromium
5. Restart Chromium

What is the expected behavior?
All the windows should be restored to the same virtual desktop (and same position) as they were when Chromium is shut down.

What went wrong?
All the windows end up on the first virtual desktop.

Did this work before? Yes It hasn't worked for some time but it used to.

Chrome version: 51.0.2704.79  Channel: n/a
OS Version: Debian 8 "Jessie"
