Move device_auth.proto to cast_certificate component

Cast receiver platform keeps a copy of device_auth.proto and transport.proto which is identical to /extensions/common/api/cast_channel/cast_channel.proto

Move the proto to the cast_certificate component so that a single copy can be shared between Cast extension and Cast receiver.

Revised:
Just moving the device auth portion of cast_channel.proto (ie. device_auth.proto on receiver side).
Doesn't make sense to move transport.proto to a component named cast_certificate.

This bug is obsolete now since cast_channel has been moved to components.
