What steps will reproduce the problem?
(1) install a packaged app with content scripts, like feedly: https://chrome.google.com/webstore/detail/feedly/hipbfijinpcgfogaopmgehiegacbhmob
(2) load a page: http://techcrunch.com
(3) notice feedly icon is injected in bottom right

Expected: icon appears in extensions list in toolbar so I can disable it or whatever

Actual: icon doesn't appear
