CQ is not committing CLs and keeps posting "Patch is ready to be committed"

CQ is not committing CLs and just keeps repeating "Patch is ready to be committed", e.g. https://chromium-cq-status.appspot.com/patch-status/2054433002/180001 and https://chromium-cq-status.appspot.com/patch-status/2063293002/1.

CQ broke about 66 minutes ago, which corresponds to a restart time. Only one CL landed in the period between this and previous restart. Reverting that CL: https://chromereviews.googleplex.com/451857013/.

CQ landed first change to chromium/src.
