[LQA CVox] Hindi - enabling ChromeVox issues

TEST CASE 

"1. Press ctrl+alt+z and wait a few seconds

Verify:
    - the welcome voice speaks in the correct language
    - the black ChromeVox tray is shown at the top of the screen  
    - words displayed on the tray are in the correct language
"

RESULTS 

The welcome voice is not speaking in Hindi. It displays Hindi in black ChromeVox Tray but speaks English
